OK, let me break these down for you… These are the three best ones on the net. You can use all three at the same time, as I do, to maximize your earnings. All the ads on the screen while you surf, amazingly, are not very intrusive at all, especially at a high resolution setting.
Click on the banners to proceed to the websites.

All Advantage is the most popular pay-as-you-surf company out there. Their ad segment, although the largest of the three, docks on either the top or bottom of your Microsoft Internet Explorer (which is required to use All Advantage). They pay $.50/hr for up to 20 hours a month (slated to increase in the next few months). Like all three, you get paid a fraction of a regular hours pay for each hour your referrals surf too (up to 5 levels of referral).

The Web's newcomer. This one's ad bar is an autonomous program that you can move anywhere on the screen. They pay $.60/hr for up to 50 hours a month. The major advantage to ePIPO is in the referral program. You get paid $.10 an hour for all five levels of referrals, as opposed to the other two's policy of just paying out 10 cents for primary referrals and only 5 cents for 2nd through 5th level of referral.

The most non-intrusive of the three, Valuepay interposes ads on an unused segment of your browser's toolbar. An impressive feature includes the option to donate a fraction of your earnings to various charities - after you earn a specific amount, a prompt will ask you how you'd like to direct your money. You will be paid $.60 and hour for as long as you surf… there is no limitation there. Overall, this is the obvious best choice… but why stop at just using one? Fire up all three while you surf!
